How to Apply Study Permit with Spouse and/or Children

আর্টিকেলের শুরুতেই বলে নিতে চাই, আমি আমার বউকে নিয়ে ক্যানাডা তে মাস্টার্স করতে এসেছি। আমি এসেছি স্টাডি পার্মিট নিয়ে এবং বউ এসেছে ওপেন ওয়ার্ক পার্মিট (OWP) নিয়ে। এই আর্টিকেল্টিতে আমি স্পাউস হিসেবে “বউ” শব্দটাই ব্যাবহার করব, তবে যা লিখবো তা Husband অথবা Wife সবার জন্যই একই।
YES, you can also apply without spouse but make sure you have a genuine reason for it. Like your spouse is working in the public sector or studying and will not be available to join you in the next 1-2 years. Remember, if your plan is to eventually bring your spouse, you should always apply together even if they are studying or working in Bangladesh. Get the visa for the spouse; he or she can join you later. A spouse can enter Canada any time before the expiry date of the permit. If for any reason you are applying alone, never use your spouse as a country tie.
There are very few cases where a spouse gets visa after students get the study permit. But this was before when visa officers did not understand the trick behind it. The number of these type of cases are very low (very lucky persons) compared to how many visas have been rejected. If you closely check their cases, you will see they have very strong reasons to apply alone and most of them are funded graduate students.
Recently, in most cases spouses are not getting visa (neither OWP nor TRV) if the applicant used the spouse as “country tie”. If you see recent posts (mid 2019 to onward) from the group, you will see how genuine students are struggling to bring their spouses. If you have done something like this, try to apply after 1-2 semesters and with strong reasons why your spouse did not apply during your application. If you do not have strong reasons to explain, the chance of your spouse getting the visa is very low.
If you have strong reasons, your spouse will get the visa. Make sure you provide “strong and legitimate” reasons while applying for spouse and/or children if you decide to apply when you are in Canada.

Advantages of Applying with Spouse and/or Children:
As many now use spouse as a country tie, we have seen visa officers are sympathetic to students who are honest and apply with spouse and/or children. The chance of visa approval is much higher if you apply together. Just check out “Alhamdulillah” posts from the group.
Your visa may be rejected for many reasons, but NOT with the sole reason of applying with spouse and/or children. No one shared a rejection post where a visa officer indicated that the person is being rejected because they applied with spouse. IRCC actively encourages that International Students apply with spouse.

Not that much money is required. If you can show around 4000$ (depending on the city) for each family members plus some extra, you will get the visa. Keep in mind, some cities may have higher living cost and it would be better if you could refelect that in your financial planning.

You spouse can support you mentally and financially. Your spouse can work full time under Open Work Permit, meaning you may be able to cover both tuition and living costs in Canada depending on the city you are living.
You will get a better tax return if you live with your spouse.
If you have children, you or your spouse can benefit from Canada Child Benefits.

Your spouse can work in any jobs. They can gain NOC OAB level experience and may be eligible for PR as a principal applicant.
There are subsidies for Day Care facilities for low-income families like students. There are on-campus Day Care facilities too.
You children can get high quality education up to high school (no tuition fees).
Your spouse can apply for study permits to study in Canada (much easier to get and not that much funding is required).

স্পাউস সহ এপ্লাই করবো কিভাবে? OWP Application Procedures
স্পাউস সহ এপ্লাই করা কোন ভয়ের বিষয় না। ইন্সট্রাকশন অনুযায়ী সব ডকুমেন্ট তৈরি করে নিলেই হবে। নিজের স্টাডি পার্মিট এপ্লাই করার পাশাপাশি স্পাউসের OWP এপ্লাই করা একধরণের সুবিধাই বটে। যেহেতু আপনাদের প্রায় সব ডকুমেন্টসই একরকম, সেহেতু এসব তৈরি করার ধকল একবারেই শেষ হয়ে যায়। কি কি ডকুমেন্টস দরকার সেগুলো নিচে দিয়ে দিলাম।
Your spouse can also apply for a TRV visa but TRV visa rejection rates are high. But that is also possible.
For TRV, follow the same procedure, just forms will be changed.

Forwarding Letter লেখা তেমন জটিল কোন বিষয় না। এই লেটারটি স্টাডি পার্মিট হোল্ডারের কাছ থেকে আসবে যেখানে তিনি তার ব্যাক্তিগত ইচ্ছা এবং আকাংক্ষার কথা তুলে ধরেন। কেন তার স্পাউসকে তিনি কানাডাতে নিয়ে যেতে চাচ্ছেন, তার ভবিষ্যতের ইচ্ছা কি এবং আরও অনেক কিছুই এই লেটারটিতে থাকতে পারে। বলে রাখা উচিত, এই লেটার লেখার কোন বাঁধাধরা নিয়ম নেই।

As I have never been away from my family, facing these upcoming pressure of work and graduate studies will be very difficult for me to handle if I do not have anyone to support me by staying by my side. I will be in mental peace if she is with me during my two years long Master’s studies. I can assure you that, my academic works will be much better and organized if I have her with me.
XXXX is a Biotechnology graduate from XXXX University, Bangladesh. She has an excellent idea in her field of studies. Also, she has done internships from XXXX. Because of her experiences, I think she has a higher chance of finding a suitable workplace here in Canada. She always wanted to be independent and never wanted to take any expense from her parents. Staying in Canada will be easier for me also if she has the opportunity to support me financially.
We do not intend to stay in Canada in the long run. Just after my graduation is complete, my wife and I will return to our home country Bangladesh. We both want to make our family here in Bangladesh, by staying with our parents and relatives.
In this condition, I request you to grant her OWP visa as I need her with me to pursue my Master’s program. If she is with me, I will have the urge to work harder by looking at her and thinking about our future. She is the one who gives me hope and happiness. I will be forever grateful to you if you grant my request.

এই লেটারটি Forwarding Letter এর মতই একটি লেটার যা কিনা OWP applicant এর কাছ থেকে আসবে। এটার কন্টেন্ট Forwarding letter এর কন্টেন্টের সাথে মিল থাকতে হবে। দুইজন যদি দুই ধরনের কথা বলেন, তাহলে ভিসা অফিসার তার ভ্রূ কুচাকাতে পারে।

After a successful long term relationship of about more than three years, we got married on XXXX with the blessings from both our families. Since then, we have been living together and are very happy to be each other’s most significant support and strength. My husband receiving such an outstanding opportunity to pursue his Master’s degree from such a prestigious University is indeed very joyful for us. However, being in such a positive and loving environment where we are physically there for each other it would be quite difficult for us to stay away for such a long period.
I have pursued my Bachelor of Science in Biotechnology from XXXX University, Bangladesh, with a good academic result. The University supports a good amount of research work and thus helps us build our career via the experiences. I had the opportunity to work as an intern at XXXX, which was a great experience and exposure for me to plan and execute my undergraduate thesis research.
I want to support my husband in any way possible, while he is pursuing his Master’s degree. If I am not with him, I will be helpless, and I won’t be able to do anything from my side to help him get through the pressure of graduate studies and extensive research works. My husband has never been away from his family and being his wife I sure hope not to get separated from him for the next two years either. If he is in Canada and I am thousands of miles away from him in Bangladesh, we will be for sure going through a mental trauma, which may result unhealthy for both us. This might even affect his performance, which in the long run will make us regret not being able to use this opportunity precisely to build his career.
I am applying to have OWP visa because I always wanted to be independent. Since this is an excellent opportunity to feel the taste of independence, I do not want to miss it out. This work permit will allow me to earn my daily expenses and I will also be able to support my husband financially. He is funded with a limited amount of money, and I don’t want to put my hands on it for my expenses and be a burden for him. In the beginning, it would be quite difficult for us to bear all the costs of my stay in Canada, so my parents and father-in-law are unequivocally sponsoring us. They want us to be happy, and they have no objection in sponsoring us. The amount of liquid money available from my sponsors is CAD: XXXX. Supporting documents of financial statements are attached herewith.
The love and urge for us to be together to accompany each other through thick and thins cannot further be described in words. ফাইনান্সিয়াল ডকুমেন্ট
স্টাডি পার্মিট এপ্লিক্যান্ট এবং ওয়ার্ক পার্মিট এপ্লিক্যান্ট দুইজনের প্রোফাইল আরও জোড়ালো করার একটা চমৎকার উপায় হল স্পন্সরশিপ শেয়ার করা। আমি আরেকটু সহজ করে বলি এই ব্যাপারটা। ধরুন আপনি স্টাডি পার্মিট এপ্লিক্যান্ট এবং আপনাকে স্পন্সর করছেন আপনার বাবা-মা (প্রাইমারি স্পন্সর)। সেকেন্ডারি এপ্লিক্যান্ট হিসেবে যদি আপনি আপনার শ্বশুর-শ্বাশুরী কে দেখাতে পারেন তাহলে আপনাদের ফ্যামিলি বন্ডিং টাও আপনার এপ্লিকেশনে সাহায্য করবে। অপরদিকে আপনার স্পাউস প্রাইমারি স্পন্সর হিসেবে তার বাবা-মে কে দেখাবে এবং সেকেন্ডারি স্পন্সর হিসেবে আপনার বাবা-মা কে দেখাবে।
Family assets, Bank statements, এবং অন্যান্য ফাইনান্সিয়াল ডকুমেন্ট একইসাথে CA evaluation করিয়ে নিলে সবচেয়ে সহজ। প্রাইমারি এবং সেকেন্ডারি স্পন্সরের সব ধরণের ডকুমেন্টস একই সাথে একটা Evaluation এ থাকলে ভিসা অফিসারের জন্যও পুরো ব্যাপারটা বুঝতে সহজ হয়ে যায়।
স্পন্সরশিপ
অনেকেরই স্পন্সরশিপ নিয়ে কনফিউশন থাকে, যার অন্যতম হম কাকে প্রাইমারি স্পন্সর করা যাবে এবং কাকে সেকেন্ডারি। প্রথমত প্রাইমারি স্পন্সর শুধুমাত্র ব্লাড রিলেটিভ রাই হতে পারবে, যেমন, বাবা, মা, ভাই, বোন, দাদা, দাদী, নানা, নানী। অন্য কেউ যদি স্পন্সরশিপ করতে চায় তাহলে তাকে সেকেন্ডারি স্পন্সর হয়া লাগবে, সাথে কারণ দেখাতে হবে কেন সে আপনাকে স্পন্সর করছে।
অনেকে নিজের শ্বশুর কে স্পন্সর হিসেবে দেখাতে চান। এই ক্ষেত্রে তাকে সেকেন্ডারি স্পন্সর হিসেবেই দেখাতে হবে এবং কারণ হিসেবে বলতে পারেন তার মেয়েকে/ছেলেকে নিয়ে ক্যানাডা যেতে চাচ্ছেন তাই আপনাদের যেন কোন সমস্যা না হয় সে উদ্দেশ্যেই উনি স্পন্সরশিপ করছেন।
কত টাকা এক্সট্রা দেখানো লাগবে?
স্টাডি পার্মিট হোল্ডারের ফাইনান্সিয়াল প্ল্যানে যত টাকা দেখানো আছে তার সাথে ৪-৫ হাজার ডলার যোগ করতে হবে আপনার স্পাউসের খরচ বাবদ। ধরুন আপনার স্টাডি প্ল্যানে আপনার এক বছরের খরচ বাবদ আপনি ৪০ হাজার ডলার দেখিয়েছেন। এখন যদি স্পাউস কেও সাথে নিতে চান তাহলে সেটা ৪৪ হাজার ডলার দেখাতে হবে।
Pictures with Family and Friends
রিলেশনশিপ প্রুফ হিসেবে কিছু ছবি দিতে হবে আপনার স্পাউসের এপ্লিকেশনের সাথে। একটা A4 সাইজের পেপারে আপনার বিয়ে, বাবা মা এর সাথে আপনার স্পাউস, আত্মীয় দের সাথে স্পাউস, এবং আরও কিছু ছবি জুড়ে দিতে পারেন। সবগুলো ছবি একসাথে একটা পিকচার কলাজ (Picture Collage) করে জুড়ে দিলে এপ্লিকেশনটা অর্গানাইজড থাকবে।
ভি এফ এস
ভিসা এপ্লিকেশনের এপয়েন্টমেন্টের ব্যাপারটা অনেকের কাছেই কনফিউজিং মনে হয়, যেমনটা আমার কাছেও ছিল এবং আমি নিজের অভিজ্ঞতা থেকেই বলছি কি করতে হবে। ভিসা এপ্লিকেশনের জন্য ভি এফ এস - এ দুটি আলাদা এপয়ন্টমেন্ট নিতে হবে। একটি স্টাডি পার্মিট হোল্ডারের জন্য, অপরটি OWP এর জন্য। মনে হতে পারে, আমরা তো এতক্ষন বললাম একসাথে এপ্লাই করবো, তাহলে দুটো এপয়েন্টমেন্ট নিতে হবে কেন, আলাদাই তো হয়ে গেল তাহলে।
আসলে ব্যাপারটা হল প্রতিটা এপ্লিকেশনের একটা ইউনিক আইডেন্টিফায়ার নাম্বার থাকে যেটা দিয়ে GCKey তে এপ্লিকেশন্টি ট্র্যাক করা যায়। আপনি যদি আপনার স্পাউস সহ TRV তে এপ্লাই করতেন, তাহলে একটা এপয়েন্টমেন্ট নিয়ে একই সাথে এপ্লাই করলেই হত। কিন্তু যেহেতু দুইজনের এপ্লিকেশন এই ক্ষেত্রে ভিন্ন, সেহেতু আপনাদের দুটো আলাদা এপয়েন্টমেন্ট নেওয়া লাগবে। চিন্তার কোন বিষয় নেই কারণ আপনাদের এপ্লিকেশন আপনাদের ডকুমেন্টস-এর মাধ্যমেই কানেক্টেড থাকবে।
কিছু প্রশ্নের উত্তর: FAQ
এই মুহুর্তে আপনাদের অনেকের কিছু প্রশ্ন থাকতে পারে, যেগুলো অনেকটা এরকমঃ
১) ভাই আমি বিয়ে করেছি ছয় মাসের বেশি হল – একসাথে এপ্লাই করলে কোন সমস্যা হবে কি?
উত্তরঃ ভাই রিসেন্টলি যদি বিয়ে করে না থাকেন, তাহলে কোন কিছু চিন্তা না করে একসাথে এপ্লাই করে ফেলুন। Add recent marriage photos. Apply Online. Sometimes VFS does not take photos.
২) ভাই আমি গত সপ্তাহে বিয়ে করেছি – বউ কে নিয়ে এপ্লাই করবো?
উত্তরঃ এই ক্ষেত্রে খুবই ভাল ডিসিশন হবে যদি আপনার স্পাউসের পাসপোর্ট চেঞ্জ করে সেটায় স্পাউস হিসেবে আপনার নাম টাও দিয়ে দেওয়া। পাসপোর্টে যদি আপনার নাম থাকে তাহলে রিলেশনশিপের প্রমাণ এর থেকে সলিড আর কিছুর প্রয়োজন নেই।
৩) ভাই আমি স্টাডি পার্মিট এপ্লাই করার পর বিয়ে করেছি – এখন কি করবো?
উত্তরঃ এই মুহুর্তে স্পাউসের জন্য ভিসা এপ্লাই না করে আপনার নিজের ভিসার জন্যই অপেক্ষা করুন। ভিসা হয়ে গেলে একাই ক্যানাডা গিয়ে প্রথম সেমিস্টার টা শেষ করে স্পাউসের জন্য ভিসা এপ্লাই করা ভালো। এতে আপনাদের বিয়ের পর কিছু সময় অতিবাহিত হওয়াতে ভিসা অফিসার কে কনভিন্স করা সহজ হয়। আর আগের প্রশ্নের উত্তরে পাসপোর্ট নিয়ে যা বলেছি তা করতে পারলে খুবই ভাল।
You can also apply within 2-3 months of entering Canada. However, make sure you provide solid relationship documents. Many students shared stories that their spouse’s visas were rejected because the visa officer was not convinced about the relationship.
৪) ভাই আমি নেক্সট সামারে বিয়ে করবো – তখন বউকে আনতে পারবো?
উত্তরঃ ভাই আপনার একাডেমিক লাইফ যদি এক বছরের কাছাকাছি বাঁকি থাকে, তাহলে নিশ্চিন্তেই এপ্লাই করতে পারেন আপনার স্পাউসের জন্য। অনেকেই আছেন যাদের একাডেমিক লাইফ ৬ মাস বাঁকি থাকতেও নিজের স্পাউসকে ক্যানাডাতে নিয়ে গেছেন, তবে আপনার ভাগ্য এখানে খুব ম্যাটার করবে।
How to Apply with Children?
There are two ways:
If your child is school going, either apply for a Study Permit or a TRV.
If your child is not school going, apply for a TRV Visa.
